The National Council of Cities
and Flower-Filled Villages (CNVVF)

The label's certifying body

The CNVVF, a nonprofit organization under the French Law of 1901, oversees the label at the national level. It sets its strategic direction, ensures its consistency, and oversees its implementation throughout the country, in collaboration with various stakeholders and partners.

Their missions

  • Define the guidelines and framework for the label
  • Revising the evaluation criteria
  • Ensure consistency of the system nationwide
  • Organize the national juries
  • Awarding and Renewing the 4th Fleur
  • Present the National Awards
  • Highlight exemplary initiatives and help raise the profile of the label

The CNVVF team is responsible for overseeing and implementing the certification program at the national level.

It supports the 4,700 certified municipalities, working alongside regions and departments, and coordinates all stakeholders involved in the initiative. In this way, it ensures the quality and high standards of the certification.
It organizes national governing bodies and oversees the implementation of adopted decisions. It also organizes the evaluation and monitoring of the “4ème Fleur” certification and the national awards.
At the same time, it leads communication efforts to promote the label: key events, communication tools and materials, press relations, representation, and public speaking at national and regional events…
Through its work, the team contributes to the label’s visibility.
